Professor Jose Florencio Fabella Lapeña, Jr. is a former Vice Chancellor, University of the Philippines (UP) Manila; past University Scientist III, and holder of the One UP Professorial Chair in Pediatric Otorhinolaryngology (Craniomaxillofacial Surgery) for Outstanding Teaching and Research with special interests in paediatric cleft and aero-digestive surgery, medical education, mentoring, medical writing, editing and peer review. He is Editor-in-Chief, Philippines Journal Otolaryngol Head Neck Surg and International Corresponding Editor, Singapore Med Journal; Charter President, Philippine Association of Medical Journal Editors (PAMJE); Past President, Asia-Pacific Association of Medical Editors (APAME); and Secretary, World Association of Medical Editors (WAME). He is Chair of the National Journal Selection Committee (NJSC), Philippine Council for Health Research and Development – Department of Science and Technology (PCHRD-DoST) of the Republic of the Philippines. He is on the Editorial Board of 6 journals (including the AAO-HNSF journals OTO Open, and Otolaryngol Head Neck Surg where he served for 12 years); International Advisory/Editorial Board of 4 others (including Med J Australia and Brunei International Medical Journal); and Reviewer for 6 more. He has served as consultant in the field of Obstetrics & Gynecology and Reproductive Health for Vietnam Ministry of Health, Asian Development Bank (ADB), WHO Vietnam Country Office, United Nations Population Fund (UNFPA), and many international NGOs in health sector. He is currently Deputy Editor-in-Chief of Vietnam Journal of Obstetrics and Gynecology, and Editorial Board Member of the Springer Nature's journal BMC Women’s Health.
